OIM BLACK LEDGER / EDITORIAL METHOD
Questions with teeth.
Evidence underneath.
Record, question, follow.
Identify the event and its source. Separate reporting, allegations, official notices and final findings. Put OIM’s interpretation and proposed response under their own labels.
People before reach.
No invented last moments, graphic imagery or identifying details that expose a child or victim. Illustrations are conceptual and labelled. Similar cases are not proof of national frequency or a common cause.
Publication requires a real decision.
Case research is not published by default. A public case requires documented fact, privacy and legal checks, an identified responsible editor and actual publication/review dates. Website integration is not editorial approval.
Same harm. Same justice?
OIM Equal Treatment Check examines legal protection separately from institutional response. Similar harm alone does not make two incidents comparable. Age, severity, jurisdiction, the law in force and the stage of proceedings matter. A difference in outcomes does not by itself prove sex-based discrimination. Comparable treatment and insufficient evidence are valid findings.
Generated comparisons stay in a private review queue. Publication needs the original case’s approval and separate fact, legal, source, privacy and comparability checks. New evidence reopens review. A case without an approved comparison remains readable without an empty comparison section.
What remains unfinished.
Independent review, source/outcome updates and a staffed corrections channel are outstanding. No national archive, complete investigation or live subscription service is claimed.
